Since the last comment period the proposed regulations have (I think) not changed at all and these previously "proposed regulations" have now been "Preliminarily Adopted". Flathead Catfishing Livebait Presentation Techniques

There are many things that can lead to a successful Flathead Catfishing trip. Location, water quality, flathead spawning times, food source, cover, equipment, etc,,,,
But having the right bait at the right time can land you the big one. Having fresh, lively, bait is one of the key elements to Flathead Catfishing in ANY situation. The more lively and agressive the bait fish is, the more it will struggle on the hook for a flathead to sense. Flathead Catfish have exceptional eyesight and use this as an advantage against there prey. A flathead can see much better than most baitfish. The lateral line on a flathead can pick up the sounds and vibrations of a struggling baitfish from a good distance away. Flatheads have barbels just like any other catfish and can taste a bait from several feet away
So knowing these three things, the more your bait moves struggles and gives off a scent, the better your chances at landing a monster flathead. Follow the link to read more!!!
